Turn on oven to 350 degrees.
In a large skillet, add the ground meat and cook over medium heat, breaking up the meat as you go.
Add garlic when it’s halfway cooked through and stir until fragrant, about one minute.
Add the next four spices, stir and cook until meat is browned.
Drain any excess liquid.
Add pasta sauce and water, stir and bring to a boil.
Add broken noodles, tucking them into the meat mixture until submerged. Turn down heat and simmer for 20 minutes, stirring occasionally ensuring the pasta doesn’t get stuck on the bottom of the skillet.
While the pasta is cooking, combine the cream cheese/cottage cheese/sour cream mixture in another bowl.
Once the pasta/meat mixture is done, add dollops of the cream cheese mixture on top.
Sprinkle the mozzarella and Parmesan cheese on top and bake in oven, uncovered, for 15-20 minutes or until cheese has browned.
Let cool for 10 minutes, and add torn basil leaves on top.
